Italian scientists being charged with manslaughter

Very interesting article, Italian scientists fail to predict killer quake, charged with manslaughter (http://www.ksl.com/?sid=17320367&nid=1012). Itailian scientists are being charged with manslaughter for not predicting the exact time and location of an earthquake.  I do not know much about sciesmology, but I do believe it is an evolving science. I do not know how they can be held accountable for the deaths of the victims of the earthquake. I hope and pray they are not.  The article did not say they intentionally withheld information that would have saved lives.
